<br />3 <br />Amendment [o Proposed Stipulation ~i With Justification <br />Prior to August 1, 1981, the applicant shall select, in consultation with the <br />Colorado MLRD and OSM, appropriate areas [o increase the size of the existi_nR <br />dry meadow reference area from 0.8 acres to approximately 2,0 acres. The <br />enlarged dry meadow reference area shall be mapped at a scale of 1" = 100' so <br />as to clearly indicate those areas within the revised reference area that will <br />not be sampled in the future. The revised reference area, as well as the dry <br />meadow areas to be affected, shall be sampled by September 1, 1982, for cover, <br />production and woody plant density using [he methods identified in [he MRP for <br />[he baseline reference area survey. No surface disturbance other than that <br />necessar for construction of the peripheral diversion ditches as discussed <br />with the applicant shall occur on the proposed upper terrace dry meadow areas <br />of disturbance prior to completion of all vegetation sampling required <br />herein. The vegetation characteristics of the revised reference area shall be <br />statistically compared to those of the corresponding affected areas using the <br />procedures discussed in the MRP. A specific plan shall be developed for both <br />the dry meadow and wet mixed shrub reference areas that would ensure the <br />proper management of these areas throughout the life of the mine. The dry <br />meadow management plan shall include measures to insure thaC the vegetation <br />type remains essentially unchanged from the primaril herbaceous vegetation <br />structure that existed at the time of the 1980 reference area base ins <br />inventory. Prior to completion of the baseline inventory for the dry meadow <br />community, the proposed dry meadow affected areas shall be managed in the same <br />way as the revised dry meadow reference area. During the 9th and 10th years <br />of the bond liability period, the revegetated and reference areas shall be <br />managed in [he same way. The revised reference area map,r~l},daX~,ap~ <br />analy~se~s, and the reference area management plans shall be su~mitte~or <br />approval~to the regulatory authority by December 1, 1982. <br />
