<br />Introduction <br />This written findings document was prepared by the Colorado Division of Minerals and Geology <br />(the Division) for the Lorencito Canyon Mine. This document includes: <br />1) the proposed decision on the permit application; <br />2) a summary which includes a history of the review of the permit application, a description <br />of the environment affected by the operation and a description of [he mining and <br />reclamation plan; and <br />3) the written findings of compliance the Division has made as required by the Colorado <br />Surface Coal Mining Reclamation Act. Detailed information concerning the findings of <br />compliance can be found in the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining. <br />The Division has received an application for a new permit to conduct surface coal mining and <br />reclamation operations at the Lorencito Canyon Mine. The application was submitted by <br />Lorencito Coal Company, LLC. The mine will be operated by Lorencito Coal Company, LLC. <br />The mine is located on private lands within Las Animas County, Colorado. The legal description <br />of the lands included within the permit area is described using the metes and bounds method in <br />detail in Exhibit 2 of the permit. This area is part of the original Maxwell Land Grant and was <br />not surveyed with the scope of [he U.S. survey system of public lands. It can generally be <br />described as lands south of the Pur~atoire River, lands east of [he Sou[h Fork of the Purgatoire <br />and Alamosa Canyon, lands north of Vermejo Park, and lands wes[ of Widow Woman Canyon <br />containing approximately 17,862 acres. <br />
