<br />C. Ground and Surface Water Monitoring <br />The applicant will conduct monitoring of ground water in a manner <br />approved by the Division (4.05.13(1)). The ground water <br />monitoring plan is as follows: <br />a. The baseline data gathering program (New Horizon 2 - July <br />1986 to July 1987) took monthly static water levels and <br />quarterly water quality samples in January, April, July and <br />October. Results are discussed and tabulated in Appendix 3 <br />of the permit application. <br />b. All wells in the New Horizon 1 area will be monitored on a <br />monthly basis for water levels and adjusted to MSL. Water <br />Quality parameters will be collected and analyzed on a <br />semi-annual basis. <br />All wells in the New Horizon Mine 2 are will be monitored <br />monthly for water levels adjusted to MSL and samples will be <br />collected quarterly for water quality parameters with the <br />exception of wells 13, 14 and 15 which will be on a <br />semi-annual basis. <br />c. Three springs are being monitored at New Horizon 1, two <br />spoils and one highwall. Monthly measurements of field water <br />quality parameters and semi-annual full suite water quality <br />samples are taken. No springs or seeps have been discovered <br />at New Horizon 2. <br />2. The applicant will conduct monitoring of surface water in a <br />manner approved by the Division. The monitoring plan was <br />submitted under 2.05.6(3>(b>(iii> and includes the following: <br />(4.05.13(2)) <br />a. The baseline program (New Horizon 2 -July 1986 to July 1987) <br />included monthly visits to maintain, service, take flow <br />measurements, take field parameters and collect full suite <br />water quality samples. Results of this program are discussed <br />and tabulated in Appendix 3 of the New Horizon 2 permit <br />application. <br />b. The current monitoring program will consist of monthly field <br />parameters and quarterly full suite water quality samples. <br />c. NPD'cS sites (sediment pond outlets) will have monthly <br />maintenance, service, flow measurements, field parameters and <br />quarterly full suite water quality samples. <br />D. Stream Buffer Zones <br />The Division proposes to approve surface mining activities within <br />100 feet of a perennial stream. This decision is based on a <br />finding that the original stream channel will not be disturbed, <br />water quality and quantity shall not be adversely affected, and <br />_lg_ <br />
