EOnl;
Division Dlreuo~
RE: GEC West Pit Reclamation
Dear br. Corley:
After coordinating work with Kessler Reclamation, Energy Fuels
Corporation and the Inactive Mines Program work in the GEC East
Pit, the Division is now prepared to have Kessler proceed with the
drainage improvement work in the GEC west Pit. A copy of an
addendum to the previous agreement between The Corley Company and
the Division regarding the West Pit work is enclosed for your
review. A copy of the field directive with construction
specifications for the work is also enclosed. Here is a summary of
the factors affecting the planned work.
The contractor doing the East Pit work has replaced the road
immediately south of Energy Fuels' Magpie Creek diversion. This
road will be used by Kessler for access to the West Pit. Kessler
will not incur any additional costs to gain access to the working
area.
Energy Fuels has acknowledged efforts by the Division to
accommodate concerns which they had regarding impacts of the East
Pit work on their mining operations. They have also indicated that
the proposed plans for drainage work in the West Pit are compatible
with their work in the Magpie Creek diversion.
Phil Kessler has informed the Division he can complete the West Pit
work, as outlined in the enclosed field directive, with the funds
available from the agreements between the Division, Harrison-
Western and The Corley Company. As we discussed during our
December 21, 1993 meeting, the channel will be sized to accommodate
storm runoff from a l0-year, 24-hour storm event. The extent of
channel lining work has been reduced to correlate with the
available funds. Those sections where undisturbed and disturbed
drainage meet, as well as the junction of the West Pit channel and
the Magpie Creek diversion will be protected with riprap sized
slightly smaller than our 10-year design calls for.
