Long; <br />Dinsinn Dneaor <br />The Division received your letter dated January 19, 1996 with an outline of plans for <br />collecting baseline hydrology information. The general approach of the proposed plan <br />appears adequate for characterizing ground and surface water in the area of interest. Of <br />course, in the absence of more specific information regarding the local geology, hydrology, <br />and possible mine plans, the Division cannot make any final assessments. However, we <br />would like to provide the following comments for your consideration. <br />1. The proposed monitoring frequencies and parameters, which were taken from the <br />Division's "Guidelines for the Collection of Baseline Water Qualiry and Overburden <br />Geochemistry Data", should be adequate. Please be aware that the "Suggested <br />Methods of Analysis" information in the guideline may be outdated. Rule 2.03.3(4) <br />of the coal regulations requires all water quality analyses be conducted in accordance <br />with the current edition of the American Public Health Association's "Standard <br />Methods for the Examination of Water and Wastewater" or EPA procedures in 30 <br />CFR Part 136. Any EPA certified laboratory should be aware of those methods. <br />2. If the proposed monitoring locations are upstream and downstream, and updip and <br />downdip from potentially affected areas, they would appear to be appropriate <br />locations for baseline characterization. "Affected areas", as defined by the <br />regulations, includes those areas affected by subsidence. <br />3. Groundwater in any aquifers above, and the first aquifer below the coal to be mined <br />needs to be characterized. If any significant aquifers other than the G seam and the <br />Trout Creek sandstone are encountered, they should also be included in the baseline <br />data. <br />
