<br />Matthew S. Sakurada graduated from Colorado State University with a Bachelor of
<br />Science-Civil Engineering in 1974, He also graduated from the University of
<br />Colorado with a Master of Engineering degree in 1974, He has keen a profession-
<br />al engineer in the State of Colorado since 1Q7R, He has experience and knnwl-
<br />Pdye in the design and construction of dams, drainage control, hydrology, and
<br />structures, He is also experienced in permitting of coal mine facilities and
<br />permit cnmpl iance,

<br />This certification is required by Rule 4,03,1(1) of the Regulations of the Col-
<br />orado Mined Land Reclamation Board for Coal Mining,
<br />SUBJECT OF CERTIFICATION
<br />This certification is for the Orchard Valley blest Mine haul road,
<br />ACTIONS TAKEN TO PREPARE CERTIFICATION
<br />The design of the haul road was completed by Ronald Rish, P,E„ and Graeme Ma-
<br />jor, P, E, Calculations were completed by Graeme Major on the stability of the
<br />road after completion as required by CMLRO rules, The surfacing requirements
<br />were completed by Ronald Rish,
<br />Laboratory tests were taken to classify soils in the area, evaluate stahility,
<br />and to complete Proctor tests for compaction purposes,
<br />Field on-site inspections were completed daily from November 13, 19R6, through
<br />January 1, 1987, Compaction, culvert installation, and other field construction
<br />was inspected and docln~ented,
<br />The construction followed the documents suhmitted in permit application liC,-R3-
<br />03R to the Colorado Mined Land Reclamation Division and the Bureau of Land Man-
<br />agement right-ot-way document MC-42F56,
<br />Matthew S, Sakurada consulted with Ronald Rish, P,E„ kichal Bukovansky, and
<br />Graeme Major, P, E, on various aspects of the road construction,
<br />PROFESSIONAL OBSERVATIONS AND CONCLUSIONS
<br />Compaction of the haul road was checked with a nuclear density gauge, Appropri-
<br />ate records of these tests are open for inspection, The horizontal and vertical
<br />aliyrm ent of the road was checked by Jesse Messenger, PL S,
<br />The location of culverts, guard rail, and other structures was set by CWI per-
<br />sonnel,
