~Ph1 CDf~,
Department of Energy
ROCKY FLATS PROJECT OFFICE
1210t AIRPORT WAY, UNIT A
BROOMFIELD, COLORADO 80021-2583
SEP 2 2 2005
Mr. Bruce Humphries, Mineral Program Supervisor
Colorado Mined Land Reclamation Boazd
1313 Sherman Street, Room 217
Denver, Colorado 80203
Dear Mr. Humphries:

OS-DOE-00572
RECEIVE
SEP 2,8 2005
1-~B1-/
Hui
As w
Uivisian of Minerals anJ ~nolagy
The United States of America, through the Department of Enetgy (DOE), is the owner of the
surface estate overlying the Rocky Flats Pit, currently operated by Centennial Aggregates,
Inc., and owned by Church Ranch Corporation. The federal government also owns the lands
adjacent to the Rocky Flats Pit. The Rocky Flats Project Office is aware that the currently
filed Reclamation Plan for the Rocky Flats Pit indicates that the land will be reclaimed by
regrading and revegetating the Pit. The DOE has no objection to the current reclamation
plan, since that plan is compatible with the Rocky Flats Wildlife Refuge Act of 2001, which
converts the Rocky Flats site to a Wildlife Refuge in [he near future.
The purpose of this letter is to express the federal government's concern that it receive
adequate notice of any proposed change in [he current Reclamation Plan and an opportunity
to respond to any proposal to change the current Reclamation Plan. We understand that the
Board's rules require such notice; however, by providing this written request for notice, we
hope to insure that this requirement is applied to the Permit referenced above. Any proposal
to change the Reclamation Plan must be measured against the intent of Congress in creating
the Rocky Flats Wildlife Refuge.
I request that the Mine Land Reclamation Board either direct the proponent of any proposed
change to the Reclamation Plan to notify the DOE of any such filing or provide notice itself.
Please send any notice to: John Rampe, Director of Closure Project Management, Rocky
Flats Project Office, 12101 Airport Way, Unit A, Broomfield CO 80021.
Thank you for your attention to this request.

cc:
Centennial Aggregates, Inc.
Church Ranch Corporation
D.
