Alluvial Valiey Floor Monitoring
The required surface water monitoring plan is stipulated below. Together with
the ground water monitoring plan stipulated in Section VI of this document,
and the proposed subsidence monitoring plan in Section 2.05.6(6)(f)(ii)(c) of
the appiication, the plan is sufficient to detect potential impacts to the
alluviai valley floor. The surface water monitoring plan is a refinement of
the monitoring plan contained in Table 10 of Volume 8 of the application. The
plan has been refined based on data collected since June of 1982, and
presented in a document titled "Grand Mesa Coal Company Water Monitoring"
submitted May 16, 1983. Map 1 shows the mine location relative to surface
drainage patterns.
Stipulation No. 7
THE OPERATOR WILL CONDUCT SURFACE WATER MONITORING AS OUTLINED BELOW:
LOWER WARD CREEK
a. CONTINUOUS RECORD OF FLOWS APRIL THROUGH OCTOBER (REPORTED AS
MEAN DAILY FLOW).
b. MONTHLY MEASUREMENT OF pH, TEMPERATURE AND ELECTRO-CONDUCTIVITY.
c. QUARTERLY WATER QUALITY ANALYSES FOR PARAMETERS LISTED ON
ATTACHMENT B TO THIS DOCUMENT.
WILLIAMS CREEK AND UPPER WARD CREEK
a. MONTHLY MEASUREMENTS OF STREAM FLOW.
b. MONTHLY MEASUREMENTS OF pH, ELECTRO-CONDUCTIVITY AND TEMPERATURE.
IRRIGATION DITCH SITES sp-A, sp-C AND sp-D
a. WEEKLY FLOW MEASUREMENT FOR THE PERIOD APRIL THROUGH OCTOBER OF
EACH YEAR.
b. MONTHLY MEASUREMENT OF pH, ELECTRO-CONDUCTIVITY, AND TEMPERATURE.
c. QUARTERLY WATER QUALITY ANALYSES FOR PARAMETERS LISTED ON
ATTACHMENT B TO THIS DOCUMENT.
SPRINGS 1, 2, 3, AND 4
MONTHLY MEASUREMENT OF FLOWS FOR THE PERIOD APRIL THROUGH OCTOBER OF
EACH YEAR.
SEDIMENT POND DISCHARGES
ALL NPDES RECORDS WILL BE SUBMITTED TO THE DIVISION QUARTERLY.
Complete water quality analyses on Williams Creek and upper Ward Creek are no
longer required. Likewise, water quality analyses for springs may also be
discontinued. Sufficient baseline water chemistry data has been collected.
The only potential for water quality impacts during mining is down stream from
the portals on Ward Creek and associated irrigation ditches. The potential
arises from the fact that ground water from the mine is pumped into the
sediment pond, and subsequently discharged to the Ward Creek system.
_22_
