Box 231 <br />Nucla, Colorado 8142.4 <br />Subject: Public Comment File, Nucla Mine, C-B1-008 <br />Dear Mr. Knickerbocker: <br />This letter is in response to your correspondence of February 11, 1988. <br />Colorado Cooperative Company requests that the Peabody Coal Company, Nucla <br />Mine permit, commit to 100% flow of ditch water through the mine site and to <br />the establishment of monitoring sites to verify this flow. The Division's <br />review of this issue shows that Peabody Coal Company has accommdated your <br />requests and that this material is in the public record. In addition, the <br />Division has summarized monthly flow data for the last six years through the <br />site for your review. <br />On December 7, 1987, the Division sent the Colorado Cooperative Company <br />several pages from the permit, including page 7-178, Volume 3, in which <br />Peabody commits to replacing the surface water supply should diminution of <br />water quantity and quality occur. From the Division's perspective, this <br />constitutes a guarantee of full flow through the site, given hydrologic <br />characteristics of normal open channel flow. Furthermore, Peabody Coal <br />Company is monitoring three sites along the Western Return Ditch. <br />I am enclosing a monitoring site map and table documenting flow at those three <br />sites along the West Return Ditch. Site SWN-7 is a site located on the <br />northern permit boundary of the mine. Flow height is measured in the <br />corrugated metal culvert and converted to flow valves. This site has been <br />operative since early 1986 and monitored monthly during flow. Flow at Site <br />SPIN-6 is measured by calculating the product of the cross-section of the <br />channel and the velocity, monthly during flow. Site NPDES 001 is a <br />sedimentation pond near the southwest permit boundary through which the West <br />Return Ditch flows. <br />A continuous recorder with sharp crested 90o V-notch weir monitors the <br />outfall at this site on a daily basis. Data from the outfall of this site was <br />listed on the same day as the other sites, although technically discharge from <br />the pond maybe delayed by a day through the impoundment. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
