This testing was performed at normal stresses of 15 and <br />30 psi under saturated conditions. The additional test data included the rerun of the 15 psi <br />normal stress point. <br />Based upon this additional test data the interface between the ore/ geomembrane/ and soil <br />liner material shows an interface friction angle of approximately 28 degrees. This testing <br />confirms the resulting factors of safety for the heap stability analyses performed by Golder and <br />satisfies our concerns on these issues. <br />Please feel to call if any further questions or comments concerning our review of the <br />permit application. <br />Regards, <br />D.P.
