-62- <br />XXI. Bonding (2.05.4(2)(b) <br />The reclamation costs section of the original permit application, found <br />on pages 4-34a through j of Volume 1, has been reviewed by the <br />Division. All problems concerning the reclamation cost estimates that <br />were raised in the February 6, 1981 Preliminary Adequacy Review have <br />been satisfactorily resolved and the proposed operation is in <br />compliance. The total cost for reclaiming the operation has been <br />calculated by WECC to be $4,106,639.00. <br />WECC has submitted reclamation cost estimates for all five phases of <br />construction in the lower waste pile permit revision. These estimates <br />have been reviewed by the Division. WECC proposes an incremental bond <br />for the lower waste pile. [ACC would submit an additional $48,108.00 <br />in reclamation bond. this amount would cover reclamation of the lower <br />waste pile through phases I and Ii of its construction. Additional <br />bond would be required before Phase III construction could commence, <br />With the inclusion of the following stipulation the Division finds the <br />incremental bonding proposal for the lower waste pile acceptable. <br />Stipulation No. 17 <br />WECC MUST SUBMIT ADDITIONAL BOND, IN THE AMOUNTS DESCRIBID IN THE LOWER <br />WASTE PILE PERMIT REVISION APPLICATION, AT LEAST THIRTY (30) DAYS PRIOR <br />'PO THE CODM'4T OF CONSTRUCTION OF PHASES III, IV, and V OF THE <br />i.GWER WASTE PILE. THESE ADDITIONAL BONDS MUST BE APPROVED AND AC'CEPTE.D <br />BY THE DIVISION PRIOR 7D CUNSTRUCPION FOR THESE PHASES. <br />XXII. Sealing of Drilled Holes and Underground Openings (2.05.4(2)(8), 4.07) <br />Information demonstrating compliance with the above mentioned rules can <br />be found in Volume 1, section 3 and 4 of the original permit <br />application. The operation is in compliance. <br />XXIII. Subsidence (2.05.6(6), 4.20) <br />WECC prepared, submitted and subsequently revised a report entitled <br />"Subsidence Evaluation for Mt. Gunnison No. 1 Mine". This report was <br />prepared by WECC's Mine Engineering Staff and is included as exhibit <br />3.4.S.A within the amended permit application. <br />As a portion of its November, 1984, "Application to Revise the Mining <br />and Reclamation Plan for the Mt. Gunnison No. 1 Mine", to add 320 acres <br />to the permit area, WECC submitted a revised subsidence monitoring <br />plan. WECC stated in the application that the requested 320 acre <br />permit area expansion "...is, in part, to accommodate a revision to the <br />underground mining sequence necessitated by geologic conditions <br />encountered during mining which required that the mains be relocated". <br />Further, the requested area expansion allowed the relocation of the <br />required subsidence test panel.
