Hydro-Environmental Solutions, inc.
hydrology, water qual&y and environmental consulting services
March 28, 2006
Mr. Byron Walker
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Hayden Gulch Loadout
Temporary Office Trailer
Dear Mr. Walker:
via: email and USPS
MAR 3 0 2001
Divisions' u ; ~. ,,. .
Minis a'inn,
9 and Safety
Hayden Gulch Terminal, Ina (HGTI) would like to thank you and Ms. Janet Binns for meeting with
Mr. Roy Karo-and myself on March 20, 200?, to discuss placement of a temporary office building
mobile trailer at the Loadout facility area. The purpose of this letter is to document our discussions
and your recommendations on how HGTI should proceed with a revision application submittal.
HGTI proposes to add a temporary mobile trailer to provide temporary office space. The mobile
trailer will be approximately 12-feet by 60-feet. It will be insulated, electrically heated, lighted and
ventilated. There will be no connection to the existing water or sewage systems. It is our
understanding that a temporary mobile trailer is not a regulated structure under the Regulations of
the Colorado Mined Land Reclamation Board for Coal Mining.
The trailer will be located immediately adjacent to the existing office/change building trailer along
the western margin of the facilities area. The trailer will be placed on a portion of the existing
parking lot area, which is permitted as disturbed. Consequently, there will be no additional
disturbance created by the placement and use of this temporary office trailer.
At the end of our meeting you recommended that HGTI submit a minor revision application to
incorporate the changes to the permit application package (PAP). At the end of our meeting you
called Mr. Dan Hernandez, Coal Program Supervisor, to confirm this was the appropriate way to
proceed and he agreed.
Consequently, HGTI will be submitting a minor revision detailing the necessary PAP changes in the
immediate future. There is no need to respond to this fetter unless your recollection of our meeting
is different from what has been summarized herewith.
Again, thank you for your attention to this matter.
Regards
Hydro-Environmental Solutions, Inc.
(on behalf of Hayden Gulch Terminal, ]nc.)
ohs Weinman
Project Manager
cc: Roy Karo, Peabody Energy
P.O.Box 772996
57 I dh Street, Sui[e B
Steamboat Springs, CO 80477
970-871-6125 ' 970-87/-6196 (fax)
