Mr. Reisner informed me that upon the mine's loader amving at the rockfall, the loader pushed the <br />rock from its location on the highway to the north shoulder of the highway. Mr. Reisner stated that <br />he believed that this activity occurred at approximately 10:30 am on 5123102. Mr. Reisner stated <br />that Mr. Ron Leef was present at the time the loader arrived at the rockfall. The State Patrol log <br />documents that SH12 was reopened at 10:30 am on 5/23/02. Mr. Reisner stated that he and Mr. <br />Billiter returned to the mine with the loader immediately after that. <br />I then asked Mr. Reisner to accompany me to the site of the rockfall on SH 12. Mr. Reisner and I <br />arrived at the rockfall site at approximately 11:15 am on 5!24/02. The weather at the time was <br />overcast and cool, with no rainfall occurring. Mr. Reisner indicated to me the location from where <br />the rock had fallen, the area on the highway where the rock had come to rest, and the location of the <br />remains of the rock created by CDOT's "boulder buster". <br />The source of the rock that fell onto SH12 was a roughly horizontal rock unit, approximately 10-12 <br />feet thick, that appeared quite jointed and fractured, and somewhat massive. Kent Gorham at DMG <br />believes this is a felsite sill. The unit is situated within asouth-facing roadcut located along the <br />north side of SH12. The roadcut appeazed to be approximately 40-50 feet in height, approximately <br />75-100 yards in length, and almost vertical. The road cut is constructed within a geologic sequence <br />of sandstones, shales, and coal seams, a section of which was intruded by the sill. The unit from <br />which the rock fell is situated approximately 15-20 feet up from the elevation of SH12. A shale unit <br />stratigraphicallybe!ow and immediately west of the massive rock unit was wet with seepage. I took <br />several photos of the roadcut and of the fragments of the rock that CDOT had created and left along <br />the north shoulder of SH12. <br />I then retumed with Mr. Reisner to LCC's office at approximately 11:40 am on 5/24!02. LCC Vice <br />President Eric Addington was at the office, and I briefed Mr. Addington regarding my reason for <br />being at the site. I closed out my inspection with Mr. Addington at approximately 3:30 pm, <br />informing Mr. Addington that I had some additional evaluation of the blast logs to do before my <br />investigation would be complete. I left a copy of my inspection report with Mr. Addington. <br />I then telephoned Mr. Leef at his home from the mine's office, to inform him I wanted to stop by <br />and drop off a copy of my inspection report. I arrived at Mr. Leef s home at approximately 3:45 pm <br />on 5124/02. I provided a copy of my inspection report to Mr. Leef, along with copies of the blast <br />logs for the 5/20!02 and 5/23/02 blasts, and a copy of the State Patrol phone log that had been faxed <br />to the mine earlier that day. Mr. Leefprovided me with two color photographs that he had taken on <br />5/23/02 of the rock that had rolled onto SH12. The rock appeared to be approximately 8 feet in <br />diameter (a State Patrol car seen in both photographs can be used for scale). I informed Mr. Leef <br />that I had some additional blast log evaluation to do before my investigation would be complete. I <br />left Mr. Leef s home at approximately 4:15 pm. <br />Requirements of Lorencito Canyon Permit <br />The Lorencito Canyon permit contains a section on blasting, which begins on permit page 2.05-36 <br />and continues through permit page 2.05-39. This section includes the following requirements: <br />• Ammonium nitrate will be the explosive material used. <br />
