approximately 950 feet, of this road will be reclaimed
concurrently with the sediment pond.
B. Access Roads
1. The Red Canyon Mine had three access roads prior to reclamation.
One road provided access past the bath house, up around the old
shop, and around the east and south side of the yard. This road
was constructed to provide an easy route for trucks to haul out
of the old tipple.
2. The road to the office allowed easy access for persons not
needing to go through the yard. The plan, profile, and cross
section of this road can be found on Table 2.05.3(3)(c)(i)-1 and
Drawing 2.05.3 (3)(c)(i)-2.
3. The third access road led to the underground development waste
disposal area. This road was only used by equipment hauling coal
refuse. The plan, profile, and cross section of this road can be
found on Table 2.05.3(3)(c)(i)-1 and Drawing 2.05.3(3)(c)(i)-5.
4. All of the access roads were reclaimed in 1988.
C. Light-Use Roads
1. The Red Canyon Mine had two light-use roads. The first is the
road which led to the fan from the office. This pre-existing
road had a grade of 11 percent and, therefore, does not comply
with Rule 4.03 .3(3)(a)(i). However, this road extended less than
500 feet and experienced minor use. The Division approved this
variance following a determination that the road will be
environmentally sound and reclamation can be achieved. The plan,
profile, and cross section of this road can be found on Table
2.05.3 (3) (c) (i) -1 and Drawing 2.05.3 (3} (c) (i) -3.
2. The second light-use road provided access to the powder magazine.
This road was only used occasionally, as very little explosives
were used during underground operations.
3. The two light-use roads were reclaimed in 1988.
II. ~ ~~` °° - le 4.04
A. ~ oc q _/~ .Wing activities at the Red Canyon
/' 1' Lon of support facilities did not
~ted structures within the permit
poses to approve those activities.
III. On November 30, 1992, the Division approved Technical Revision
No. 10, which provides a demonstration to show that revegetation
at the site is sufficient so that excess sediment, as compared to
pre-mine conditions, is not being produced. Therefore, the
sediment pond has been approved to be removed.
11
