FINDING OF NO SIGNIFICANT IMPACT <br />West Elk Coal Company's <br />Mt. Gunnison No. 1 Mine <br />• The Proposed Decision and Findings of Compliance prepared by the State of <br />Colorado and the environmental assessment (EA) prepared by the Office of <br />Surface Mtning (OSM) preceding this "Finding of No Significant Impact" <br />identify certain environmental impacts that would result from the Federal <br />approval of the mining plan modification for West Elk Coal Company's Mt. <br />Gunnison No. 1 mine. The permit application package, submitted to the State <br />under its approved State program, proposes a total permit area of 4,240 <br />acres. The permit area encompasses portions of federal leases C-0117192, <br />D-044569 and C-1362. <br />• <br />The regional impacts of coal mining in West Central Colorado are addressed in <br />the Bureau of Land Management's West Central Colorado coal environmental <br />statement, 1979. Site specific impacts of the existing operations were <br />discussed in the environmental assessments prepared by OSM in July 1981 and <br />August 1985. <br />The State determined that impacts to the Somerset area would result from <br />mining at the Mt. Gunnison No. 1 mine. However, OSM finds that these impacts <br />would not be significant. <br />Based upon the evaluation of impacts given in the Proposed Decision and <br />Findings of Compliance and EA, I find that no significant impacts to the human <br />environment would result from the modification.
