My staff has reviewed the mining and reclamation plan revision appli-
cation for the West Elk Coal Company as requested by your memorandum
(enclosed). We concur with the post-mining surface land uses on the BLM
ands (approximately 120 acres).
The coal unsuitability criteria were not applied to these lands because
the leases were issued prior to 1979. Therefore, none of the lands are
considered unsuitable for coal mining under 43 CFR 3461.
