NOTIFICATION OF YOUR RIGHT TO REQUEST APRE-BLAST SURVEY <br />September 7, 2001 <br />Dear Sir or Madam: <br />RECEIVED <br />SEP 2 5 2001 <br />Division of Minerals end Geology <br />Your home, building or structure is located within one-half mile of the boundary of the Lorencito Canyon <br />Mine's perntit number C-96-084, which is held by Lorencito Coal Company, LLC. The Lorencito Canyon <br />Mine is located 20 miles west of Trinidad, Colorado and southeast of Weston, Colorado in Townships 33 <br />and 34 South, Range 66 West, Section 33. The corporate address of Lorencito Coal Company, LLC is: <br />Lorencito Coal Company, LLC. <br />4422 Bryan Station Road <br />Lexington, Kentucky 40516 <br />The Lorencito Canyon Mine will incorporate controlled blasting to loosen the rock so that it can he <br />removed by mobile equipment, uncovering the underlying coal beds. The blasting operation will be <br />directed by a certified blaster. All federal, state, and local regulations and guidelines will be followed. All <br />blasts will be designed to minimize ground vibration and air blast, and [o prevent fly rock. <br />As per the "Regulations of the Colorado Mined Land Reclamation Board For Coal Mining, Section 4.08.2", <br />the operator (Lorencito Coal Company, LLC.) is required to provide written notification to all residents or <br />owners of dwellings or other structures located within one-half mile of the permit area, explaining how to <br />request apre-blast survey. The purpose of a pre-blast survey is to document the condition of the <br />structure(s) and identify any physical factors that could reasonably be affected by the blasting. The survey, <br />if requested, will be completed at your convenience prior [o the commencement of blasting operations. The <br />cost of the survey will be the responsibility of Lorencito Coal Company, LLC. A copy of the survey will <br />be provided to you.
