The first stage of the mining operation is L-he removal of topsoil and <br />subsoil by scrapers. The table on page 165 of the application states the <br />depths to which soil will be removed as follows: <br />Average Topsoil <br />Mining Area 'T'hickness (inches <br />Average Subsoil <br />thickness <br />1982 5.0 7.0 <br />1983 3.5 3.0 <br />However the two soil samples were taken in the 1982 area and the analysis <br />presented on page 166 of the application. THE APPLICANT MUST PROVIDE A TOPSOIL <br />SALVAGE PLAN IaITH JUSTIFICATIOi: OF SOIL SALVAGE DEPTHS IN ACCORDANCE. <br />IaITH RULE 2.os.a(z)(a). <br />Topsoil and subsoil handling is described on pages 257 through 264 and on map <br />8 of the application. If topsoil salvage depths are modified, the <br />corresponding mass balance f.or the soils will also need to be revised. <br />(See the Reclamation Description oC [his document.) <br />P,ecause of steeper slopes and rock outcrops in the 1983 area a dozer or <br />front end loader will be used rather than a scraper to salvage topsoil with <br />an estimated soil loss of 15%. An exemption was requested from topsoil <br />salvage for 420yd3 because of site conditions. 'Phis exemption cannot be <br />considered until the salvagable soil depth calculations have been revised <br />as discussed above. <br />Following removal of topsoi] and subsoil, the next step will be the drilling <br />and blasting of overburden. Because of the proximity oP occupied dwellings, <br />the amount oC eplosives per delay must be limited to ensure that the <br />peak particle velocity is not exceeded.
