This map was approved via TR-26. Also in Tab 12 are
numerous profiles, some of which extend down drainages. I noticed that these
profiles were eliminated from Map 12-9 and spoke to Susan Burgmaier about
it. She indicated that the profiles were still part of the permit and the
location of these profiles should not have been eliminated via TR-26. The
replaced Map 12-9 does indeed show these profiles and resides in the file
drawer with the packet of replaced paged from TR-2 CZ. This deficiency should
be addressed during a mid-term or sooner if it is convenient.
According to the currently approved plan, a permanent road will "look" across
the reclaimed area. This road will apparently be a scaled-down version of
pieces of haul roads which exist now. This permanent road network will play
a major role in the post-mining drainage function due to its location. It
was not clear from my discussions with Mike Altavilla whether the drainage
plan had been reviewed in detail with regard to the location of these roads.
Also, after inspection of the current Wadge pit and spoil area, I believe
that the successful routing of the post-mining drainage in this area will
present significant challenges to SCC.
I recommended to Mike that SCC begin to work out the details for post-mining
drainage now, before they get too far along in the final re-grade. This will
allow for changes or modifications to be made before time and money is spent
pushing in the remaining pits. SCC has recently demonstrated at Seneca IIW
that they apparently do not pay close attention to the approved post-mining
topography and drainage plans.
I would also recommend that field and aerial inspections focus carefully on
the regrading work performed and compare that to approved post-mining and pre-
mining topography, especially in the Wadge pit area. I will also be looking
at post-mining watersheds as I have time. If you have questions or comments,
let me know.
