J <br />i <br />Sandy Emrich <br />Stipulation No. 18 <br />-2- April 25, 1984 <br />The response to Stipulation No. 18 is satisfactory. In review of the <br />information submitted, the channel design is adequate. The operator locates <br />the channel in plan on Map IV-10 - Section G-G'. The operator states that <br />pre-mining surface drainage in this area is uncertain, but the proposed <br />channel is sufficient to maintain drainage from the reclaimed surface. <br />Calculations for peak runoff, channel capacity and velocities were checked and <br />verified. It should be noted that further calculations indicate that the <br />channel would carry a 100 year - 24 hour storm. Channel bank and bottom <br />stability is adequate as designed. The upper channel will be vegetated and <br />have 3:1 side slopes. <br />The lower portion of the channel will be riprapped (D 0 = 1 ft) and will <br />also have 3:1 side slopes. An existing riprap channel exists in this lower <br />portion. The operator states that this portion of the channel will be <br />re-examined when weather permits and if necessary will be upgraded to meet <br />design requirments. <br />Stipulation No. 18 is satisfied in that Empire Energy has identified the <br />drainage location and has provided plans of the design and construction of <br />this proposed channel which demonstrate that it will be geomorphically stable. <br />If you have any questions or comments, please contact me. <br />/ph <br />Doc.
