Reclamation Act and the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal (dining. The following section details the modifications <br />required and justification for those revisions. Please submit a mid-term <br />review revision by August 15, 1989, in a packet which includes responses to <br />the following questions and revised pages for inclusion in the permit <br />application. <br />Hydrologic Balance - Rules 2.04, 2.05, and 2.06 <br />1. The hydrologic monitoring plan approved in the fall of 1987 commits WECC <br />to water quality monitoring of six parameters: pH; EC; Fe; Mn, TDS and <br />TS S. On pages 4-69, 4-70c and 4-72b (in the surface water, spring and <br />groundwater monitoring sections respectively). WECC states: <br />"If the measures [parameter] value exceeds the maximum value <br />observed during baseline conditions, as reported in Tables <br />[2.8.1 .M .1 or 2.8.1 .R or 2.8.2 .V ] the site will be resampled." <br />WECC must prepare a list of maximum values for these parameters for each <br />site if you wish to continue to use this method. <br />The staff has noted that the information presented in Tables 2.8.1 .M .1, <br />2.8.1.R and 2.8.2 .V represents a very small sample size; some sites have <br />had only one suite of analyses taken, and there is no baseline <br />information whatsoever on most of the groundwater sites. WECC could <br />prevent unnecessary sampling, if the water quality data collected to date <br />was statistically compiled to show a minimum, maximum, average and <br />standard deviation of data collected to date, at each site. Resampling <br />would then be based on water quality values which fell outside the range <br />of accepted values. <br />2. The Division's copies of the permit application do not have Tabie 4.9.1, <br />Baseline Water Quality Monitoring Parameters, on page 4-72. This table <br />cannot be located anyplace else in Volume 1. Please send us three copies <br />for our files. <br />3. It is very difficult to judge the integrity of the wells used in the <br />hydrologic monitoring plan given the dissemination of data to many parts <br />of the permit application. Please update Exhibit 2.8.2 .A .1 in Volume 3 <br />to provide completion information on wells both currently and previously <br />in the monitoring program. Completion diagrams should note, at a <br />minimum, the following information: well location, elevation of the top <br />of the casing, total depth, well diameter, perforated interval, casing <br />type and geologic strata being monitored. This should be supplemented by <br />references to locations of completion diagrams in the permit application <br />which document the size and distribution of perforation, the type of <br />material, locations and thicknesses used for the casing, packers, <br />screens, packing material, sealants (grout, etc.), stratigraphy <br />associated with the well (including lithologies and thickness of units) <br />and well development methods performed following completion. <br />
