Pursuant to the finding required by 2.07.6(2)(n), and on the basis of available <br />information, the Division finds the proposed operation will not affect the <br />continued existence of endangered or threatened species or result in the <br />destruction or adverse modification of their critical habitats. <br />There are no ponds on the site which would prove toxic to wildlife. No addi- <br />tional construction of power lines will occur and the applicant is not proposing <br />to use any types of pesticides. <br />The proposed operation is in compliance. <br />XIV. Prime Farmland (2.04.12, 2.06.6, 4.25) <br />The Division has made a negative determination for the presence of prime farm <br />lands within the proposed permit area. The decision was based on the fact that <br />there are no prime farmland mapping units (soils) within the proposed permit <br />area and the land has not been historically used as cropland. <br />The proposed operation is in compliance. <br />XV. Operations L~scription (2.05.2, 2.05.3(2), 4.01) <br />Underground room and pillar operations are employed at the Xing Coal mine. The <br />coal is mined utilizing both a continuous mining section and a conventional <br />section. <br />After coal is reirnved from the working face, both sections utilize shuttle cars <br />to transport coal to conveyors, which in turn transport the coal to the surface. <br />The surface operations associated with the underground mining operation consist <br />of crushing, stockpiling and loading coal. There are no wash plants or other <br />types of coal processing facilities at the site. Three types of coal are stock- <br />piled temporarily on the surface; lump, stoker and fines. <br />Surface structures at the site consist of a tipple, bathhouse, repair shop, <br />office, conveyor and stacker, scalehouse and fuel storage tanks. A temporary <br />non-coal waste stockpile exists on the site. This material consists of shales <br />that result from roof falls within the mine. The waste is brought to the surface, <br />stored temporarily (6 months maximum) then returned underground and backstowed <br />in abandoned cross-cuts as space becomes available (see Section XVII of this <br />document for greater detail). All surface drainage from this area is collected <br />in a sediment pond. <br />The mine operations general description, facilities plan and operation plan for <br />the permit area can be found in Sections 2.05.2 and 2.05.3 of the permit appli- <br />cation. <br />The proposed operation is in compliance. <br />XVI. Explosives (4.08) <br />No surface blasting will occur since this is an underground operation. The <br />requirements of this section are not applicable. <br />
