Introduction <br />This document is the proposed decision of the Colorado Division of Minerals and Geology (the <br />Division) in response to a request for Phase III bond release on a portion of the Meadows No. <br />1 Mine. The document contains four parts: 1) procedures and summary of the bond release <br />process; 2) criteria and schedule for bond release; 3) observations and findings of the Division <br />regarding compliance with the bond release requirements of the Colorado Surface Coal Mining <br />and Reclamation Act (Act) and the Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining (Rules); and 4) the Division's proposed decision regarding <br />the requested bond release. <br />Detailed information about the review process can be found in the Act and the Rules. All rules <br />referenced within this document are contained within the Rules and Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining. Detailed information about the mining and <br />reclamation operations can be found in the permit application on file at the Division office, <br />located at 1313 Sherman Street, Room 215, in Denver, Colorado. <br />The Meadows No. 1 Mine is a surface mine which was operated by Sun Coal Company (Sun). <br />Sun mined privately owned coal from the Pinnacle seam until February 1981. Permit No. <br />C-81-029 was issued in August 1983, for reclamation operations only. The mine was backfilled <br />and graded in the Fall of 1983; revegetation work was completed in 1984. <br />Meadows No. 1 Mine 2 Phase 111 Bond Release <br />
