This method of storage - i.e. unmanaged dirt piles that will not be graded <br />until all reclamation is completed (over 17 years!) is totally unacceptable <br />to me. AI should be required to install landscaped and vegetated berms <br />around this area to minimize dust, weed, noise and runoff issues and to <br />shield these unmanaged dirt piles from view. They should be required to <br />vegetate the dirt piles within 30 days of a pile being created and AI should <br />be required to maintain both the vegetated dirt piles and the landscaped <br />berms for the life of the dirt piles. <br />9. Item 4. -Traffic <br />Besides creating a substantial increase in traffic congestion on already <br />busy highways, the amount of traffic proposed by AI will cause significant <br />deterioration to both Tucson Street and 168' Avenue. The County should <br />require AI to be responsible for maintaining both Tucson Street and the <br />portion of 168th Avenue that they are proposing to use. This substantial <br />additional cost should not be the responsibility of the taxpayers of Adams <br />County. <br />10. Item 6. -Issues to be resolved <br />AI has included far too many items to be resolved because the resolution <br />of these items can and will significantly impact what will happen at the <br />proposed site. Also resolution of many of these items could significantly <br />affect stipulations and requirements that should be part of the conditional <br />use permit. Accordingly, I request that the County instruct AI to resolve <br />these issues and present a revised comprehensive application to the <br />County so that the County and the public can hold AI accountable for <br />what goes on at the proposed site. <br />il. 3-35-06-05 Hauling Roads <br />If the County permits AI to conduct a dry mining operation, I request that <br />the County require AI to pave the haul roads within the mining area. <br />Such paved roads could become part of a park setting and will assist in <br />minimizing dust. As is, with the area of "open pit", stockpiles, haul roads, <br />etc. The amount of water necessary for adequate dust control will be <br />enormous. If the County were to require AI to use a wet mining process <br />rather than a dry mining process, far less water would be necessary for <br />dust control and there would be much less worry about dust control if <br />mining operations were suspended for any length of time. AI has <br />demonstrated at the Tucson Pit that if operations are suspended -very <br />little if anything (including dust control) occurs at the site. Accordingly, I <br />7 <br />
