Concerning mitigation steps, Mr. Renner suggested that a survey be conducted to delineate the hazard
area. Then, for the sake of safety, the site should be secured with five-strand bazbed wire and warning
signs installed. In order to lessen the possibility of a surface fire, he recommends that the vegetation be
cleazed from the vicinity of the vents. Finally, to retard the growth of the underground mine fire, he
suggests placing relatively fine-grained earthen materials or cement grout into any open vents and
covering any azeas that show signs of collapse, such as the one circular vent that he found, with four
feet of earthen materials.
As you aze awaze, the Phase One Bond Release inspection will be conducted in the latter part of July of
this yeaz. At that time, this issue will be brought up again. The Division does not have direct
jurisdiction over mine fires at permitted mine sites that aze in operation. However, the Division does
have jurisdiction if an underground mine fire at a permitted but reclaimed mine site threatens public
safety or threatens the stability of any reclamation work. Since the Phase One Bond Release involves
the stability of backfilled and graded azeas, the effects from the underground mine fire may be relevant
to the Division.
If you have any questions before the Phase One Bond Release inspection, please call me or Sandy
Brown, or call Steve Renner at 970-241-0336.
Sincerely,
seph J.
