Regulations for Effluent Limitations: The Regulations for Effluent <br />Limitations (10.1.0; see reference B), apply to the conventional <br />pollutants. For this facility, the limitations for TSS and Oil and <br />Grease are based on this regulation. <br />4. Discussion of Limitations: <br />a) Flow Limitations: The two flow limits in this permit are <br />specified for the first three months of discharge (0.576 MGD) <br />and for the period following the first rhree months of <br />discharge (0.216 MGD). <br />b) Metai~ Limitations: Most of the metals limits in this permit <br />are based upon the calculated water quality standard mass <br />balance equation concentrations, since these ore the more <br />stringent values. Refer to the previous discussion under Water <br />Ouality Standard Based Effluent Limitations, as well as [he <br />Aoolicable Federal Effluent Guidelines and Standards <br />discussion. These metals were limited based upon a comparison <br />of the untreated mine water concentrations to the applicable <br />limitations; this comparison is summarized in the following <br />table. Also included in the table on the next page is the data <br />for hexavalent chromium and nickel, which are required for a <br />four-time analysis in the permit. <br />
