., <br />~' <br />r <br />~~ <br />Mr. William C. Bosworth =2- June 20, 1983 <br />Stipulation No. 7: This is an ongoing stipulation concerning <br />fertilization of topsoil. This stipulation will remain in effect <br />throughout this permit term. <br />Stipulation No. 8: This stipulation concerns surface manipulation to <br />enhance moisture retention upon reclamation. A satisfactory response has <br />been submitted. Therefore, this stipulation is satisfied. <br />Stipulation No. 9: This stipulation concerns vegetation production <br />revegetation success standards for the Greasewood shrubland, Shadscale <br />shrubland, and Juniper woodland vegetation types. To complete this <br />stipulation, Salt Creek must revise the application to include the <br />additional information submitted on April 18, 1983. <br />Stipulation No. 10: This stipulation concerns woody plant density for <br />the Greasewood, Shadscale, and Juniper communities. The Division <br />reviewed information present in Tables 4.5-25 and 4.5-28 and determined <br />\~~ that woody plant density sampling was adequate for Greasewood shrubland <br />~ and Shadscale shrubland communities. Juniper woodland communities at the <br />Munger and McClave sites was not significantly different at the 95% level <br />(alpha=2). This data must be combined and evaluated to determine if <br />.sample adequacy can be obtained. Results should be submitted to the <br />Division. <br />Stipulation No. 11: This stipulation concerns woody plant density and <br />revegetation success standards. The Division suggests the following <br />standard: 500 stems/acre for Greasewood shrubland and Shadscale <br />shrubland communities, and 2000 stems/acre for the Pinyon-Juniper <br />woodland community. With written acceptance of this proposal and <br />subsequent revision of the permit application, the Division could <br />consider the stipulation satified. <br />Stipulation No. 12: This stipulation concerns a species diversity <br />standard. The Division proposes the following standard: 3 cool season <br />grasses; 2 warm season grasses, and 2 fortis be established, at a minimum; <br />no one species of which is to comprise more than 40% of the relative <br />vegetative cover. With written acceptance of these success standards and <br />subsequent revision of the permit application, the Division could <br />consider this stipulation resolved. <br />Stipulation No. 13: This stipulation concerns a biennial revegetation <br />monitoring program. The monitoring proyram is acceptable to the <br />Division. Upon completion of revision of the permit application, the <br />Division will consider this stipulation satisfied. <br />Stipulation No. 14: This stipulation concerns a plan for the final <br />configuration of the portal bench. A response has been submitted. <br />Following review by Jim Pendleton, a response will be forwarded to Salt <br />Creek. <br /> <br />
