and pairing the data from reference and disturbance areas from lowest to
highest values. In the event that reference area data were significantly
lower than on the disturbance area, this regression would at least describe
the relationship. You felt this approacft could be considered.
We also discussed some of the permit application needs aside from the
reference area study. You indicated that some quantitative information
should be presented as baseline data from the v.et meadow community since
none currently exists. Information on land use and veeetation orodirction
at the tipple area sllould be provided. State regulations indicate that
the vegetation map should cover the entire perlait area. You indicated
it would be desirable for this map to be at the same scale as other mans '
in the oerrtit application. A plan for demonstrating revegetation success
is also required by section 4.15.7 (2). iVte reference area study will
contain much of this information, and will also augment the existing
baseline data from the 1977 permit application. ~_
The intent will be to include the reference areas study report with the new
permit application at the end of October, 1980. There is a possihlity
the report may not be completed at that time, in v:hich case it will be i
submitted as soon as possible thereafter, and in no event should it be I
delayed beyond the end of ilovember, 1900. r
41e appreciated the opportunity to meet witVl you last vreek. I hone my
summary of our meeting is in accord with your understandings. k
