CRAPTERFIVE <br />Dl'eft EIS Recisions <br />the habitat is less likely to be used for nesting and/or foraging. Approximately 560 acres of tree <br />nesting habitat (pinyon juniper woodland) would be removed by the Proposed Action over the <br />30-year mining operation, and about 235 acres of woodland nesting habitat would remain but be <br />is fragmented wetlands-woodlands. <br />Page 4-57 <br />• American Soda would develop and implement a wildlife mitigation plan :>s required by lease <br />stipulations and in consultation with the BLM and CDOW. This plan would address full <br />compensation for adverse effects on all species habitats and use awle~eeFlaatii~d-its-use. <br />The final plan would specify the methods American Soda would use to ensure that the <br />carrying capacity of the recovered or replaced lands would fully support populations of the <br />impacted species. The methods used for recovery and replacement could include increasing <br />the quantity and quality of available forage, acquiring and protecting critical wildlife habitat, <br />and mechanically manipulating low-quality habitat to increase carrying capacity. Monitoring <br />of actual deer use and responses to activities may be used to modify the plan during its <br />implementation. <br />Page 4-65; Threatened and Endangered Species <br />Sage Grouse. Construction or maintenance activities within or neaz sage grouse leks or nesting <br />habitat may cause abandonment of the leks and failure to breed. Long-term losses of foraging <br />habitat could occur if the revegetated construction ROW had no sage grouse forage species. This <br />could occur by revegetating with an all grass seed mixture, or by over-use of broadleaf herbicides <br />to control noxious weeds. The BLM is concerned that adequate reclamation would not be <br />possible on vulnerable soils where broken rock is left on the ground surface. <br />Prior written approval by BLM is required before any surface disturbance occurs Auaecicar+ <br />e,.a.....,,..ia ..,..:a. nr ~,r :...,,~...,..,.o ,.o ...........:..:.:o~ within sage grouse habitat (MP 20.0 to <br />26.3) from March 1 to July 15.
