CHAPTERFIVE Draft EIS Recisions
5.1 INTRODUCTION
This section provides revisions that have been made to the Draft EIS. These changes aze in
response to comments received from the public and agencies during the review of the Draft EIS.
Revisions have been organized to begin with changes in the Executive Summary, followed by
changes in the chapters of the Draft EIS. Revisions aze indicated by an "underline" and "sfi~e"
format. For example, a "st~lce" indicates material that has been deleted, and an "underline"
indicates material that has been added to the document.
5.2 CHANGES TO DRAFT EIS
EXECUTIVE SUMMARY
Pie ES-2
Soils. The Proposed Action would disturb ~~~ 1,562.5 acres of soils, including 128.5 acres
occupied by permanent facilities, 486951 acres disturbed during construction (short term), and
483 acres in mine panels (5-yeaz increments). Much of the impacts would occur to soils
considered fragile because of shallow depths, susceptibility to erosion, or steep slopes. Some
soil loss due to erosion, an interruption of natural soil development, and loss of productivity
would occur; however, impacts would be minimised by erosion control and reclamation. If
• erosion control or reclamation are unsuccessful, the action alternatives would have long-term
adverse effects. The impacts of Accelerated Development Alternative would be similar, and
would involve a slightly lazger azea of disturbance, and a shorter period of mining operations.
Paee ES-4 (footnote)
Vegetation. For the Proposed Action, ',`~ 1.562.5 acres of vegetation would be removed or
disturbed during construction and operations.} Disturbed azeas would be reclaimed, and
successful revegetation is expected to take 3 to 5 years. Restoration of big game browse species
may take longer than 5 years, and impacts to 660 acres of pinyon juniper woodland and chained
pinyonjuniper would be along-term impact. Vegetation impacts would be significant if
revegetation were unsuccessful. Significant impacts from noxious weeds aze unlikely. Impacts
of the Accelerated Development Alternative would be similar, with a slight increase in affected
area, but the duration of project activities would be reduced to 10 years.

5-1
