CHAPTERFIVE DI'eft EIS Recisions <br />occur, and the site was not developed further for oil shale. The site is located in an azea zoned by <br />Garfield County as Resource/Lands (R/I.). The R/L zoning district was subclassified into <br />different zones including plateau, escarpment, talus slopes, and gentle slopes and lower valley <br />floor. The Parachute Site is located in the gentle slopes and lower valley floor zone where <br />industrial support facilities aze allowed by special use permit only. <br />Pate 3-52; Visual Resources <br />The BLM has evaluated the scenic values of BLM lands within the White River Resource Area, <br />and land in the Project Area, except for ACECs, were rated as VRM Class III. Private lands aze <br />not included in the BLM visual resource designation. Scenic azeas on private: lands include the <br />Piceance and Pazachute creek valleys, Barnes Ridge and Davis Point. <br />Pattie 3-60; Socioeconomics <br />The following graph illustrates that despite a 1989 median household income for Meeker of <br />about $28,000, the data aze somewhat skewed because of wealthy households. For example, of <br />the 1,296 households in Meeker, about two percent earned more than $150,000_ in 1989. If the <br />highest income households aze not included, the median household income fi>r that town would <br />be substantially less than $28,000. <br />Individuals in low-income or minority families often aze forced to work overtime or take more <br />than one job, which can generally reduce the quality of life. In some cases, low-income workers <br />must also drive long distances to reach work. American Soda expects that the construction and <br />operation of the proposed facilities ~veuld may offer some relief to low-income families because <br />some family members would earn more as a project employee. To some extent, this would <br />reduce the number of hours that some individuals must work. <br />CHAPTER 4.0 ENVIRONMENTAL CONSEQUENCES <br />Pate 4-6; Soils <br />Direct impacts under the Proposed Action would include the incremental disturbance and <br />alteration of 4,49~Z.5 1,562.5 acres of in-place, natural soils over the 30-year life of the project. <br />Acres of soil disturbance aze presented in Table 4.2-1; <br />Tables B-4 and B-5 in Appepdix B show acres of disturbance by soil type. Long-term impacts <br />would include the disturbance of soils for process facilities, the existing test mine facility, access <br />roads, ponds and rail facilities and would affect 128.5 acres for the life of th<; project. For the <br />short term, 486 95 ] acres would be affected for construction activities including temporary <br />disturbance of soils for installation of the piping system, an electrical transmission line, a natural <br />gas line and the product pipeline.
