TRAPPER MINING INC.
November 6, 2006
Mr. Billy Owens
MSHA-District 9
P.O. Box 25367, DFC
Denver, CO 80225-0367

RE: K-Order No. 7620997 -Modification Request
Dear Mr. Owens:
On October 8, 2006 a landslide occurred at the Trapper Mine in the G-dip pit azea. The
landslide encompassed approximately 250 +/_ acres. The Mine Safety and Health
Administration issued K-Order No. 7620997 shortly after the slide occurred in order to
protect the health and safety of miners working in the azea. The K-Order remains in
effect at this time.
Trapper Mining Inc. is currently planning to perform four (4) specific tasks within and
adjacent to the boundaries of the slide area in zones that are subject to the constraints of
the K-Order. Trapper Mining Inc. is specifically requesting that K-Order No.
7620997 be modified to allow us to proceed with the following activities:
Task I: Brush removal to improve visibility for inspection purposes.
Task 2: Tension crack sealing to reduce moisture infiltration and minimize
the potential for slide reactivation.
Task 3: Buttress construction to stabilize the scarp face at the southeastern
corner of the slide area and to protect the~exposed coal reserves
located here (H seam coal).
Task 4: Exploratory drilling activities to a) define the base of the slide, b)
install monitoring devices and c) ascertain the status of coal
reserves in the area.
Each of these tasks will be accomplished using the safe work practices and procedures
routinely employed at Trapper Mine. None ofthe proposed tasks involve activities that
do not occur on a routine basis at Trapper. However, the proximity of these proposed
S:IMSHACOMP\IC Order Mod Request #l.dx
P.O.
