The GMUG National Forests Supervisor is the responsible oftcial for the portion of the project involving <br />National Forest System ]ands. The decision to be made by the Forest Supervisor is whether or not to <br />consent to the BLM ]easing the coal in the proposed West Flatiron Lease Tract, and to prescribe <br />conditions for the protection of non-coal resources if consent to lease is granted. <br />The BLM-Colorado State Director is the responsible official for the portions of the project involving <br />BLM public ]ands on the surface, and for the federal coal resource underlying National Forest System <br />lands, BLM public land, and private lands. The decisions to be made by the BLM are whether or not to <br />offer the federal coal reserves for competitive leasing, and to prescribe conditions for the protection of <br />non-coal resources if the reserves are ]eased. <br />Granting a lease gives the lessee exclusive rights and right of entry to The coal resource. Actual mining <br />activities must be authorized under fne permitting process of the OSN[ and the Colorado Division of <br />Mineral and Geology (DMG). These permitting processes for actual mining are separate from the NEPA <br />process for the decision to issue a lease. The information in the coa] lease application and the data and <br />analyses to be included in the environmental analysis do not constitute a formal underground mining <br />permit application to either the OSM or the CDMG. <br />Please review this scoping and comment notice and provide us with comments on the proposed coal lease <br />by September 1, 2003.
