This agreement was reached in the field during your staff's visit on August 29, 1994.
This also restates the pertinent information in Allen Sorenson's August 2G, 1994 memorandum
to you in a manner satisfactory to both the Office and CC&V.
The approved subgrade for the synthetic liner, which subgrade is derived from the Ironclad
material, is to be tested to determine the suitability of minus 2" material (the approved grain size
distribution) in a cylinder test with geomembrane and minus 3/4 inch material as agreed to on
August 29, ]994. Until U1at test is successfully completed, the compacted surface of the soil
liner is to be frce of large erratic rocks. The procedure to identify and remove such rocks and
to repair lire surface was demonstrated and agreed to in the field on August 29, 1994.
In addition, and as always required under the approved plan, the soil liner surface will be free
of visible wood and other non-earthen debris and shall be free of sharp-objects (including rxks)
that protrude in a manner that would, in the view of the quality control and quality assurance
inspectors, pose a problem to liner integrity.
The inspection hierarchy of the liner surface will be (1) the earth movement contractor, (2) the
engineering contractor, (3) the QC inspector, and (4) rile liner installer. Each must be satisfied
with the quantitative and qualitative aspecu oC the soil liner.
