~ TO DESTROY A COAL HAUL ROAD
_Ycu :Host hire toe best people. The people at the Colorado !.lined Land Recla-
mation Division, a hSghly skilled P oup of "underlinks" in the Department o£ Natural
Resor~ces, State of Colorado. .These specialists know how to "decommission" a road!
Then give them a Court Order: leave the road "as is" except xork necessary to
solve drainage problems! They must, of course, leave the road in condition for in-
dustrial use. The department people already knox about killing cattle, wildlife
and the injury to humans that occurred wa71 away from the road, in eroded trenches.
Mr. Fred Banta of the CMIRD can verify this. .
Instruct the specialists to disregard all engineers plans, objections by the
lzrd-owner ar the Coal Co, who will use the road after they have destroyed it. Add
confusion. Transfer or fire personnel who indicate sympathy or attempt to change.
plans. Be sure specialists understand that they must add confusion! Delay repor`•s
for 9 months, don't bother to assure that the road is useable year re+,~r!d, cut short
all meetings with land-owners, but let attorneys talk far hours, express s;~mpzt!?y
for landowners' "concerns" but do nothing! Kill his cattle and wildlife! Lose
maps, photos, letters, etc, Write that erosior. is caused by rodents (Ch1IRD Susan
McCannon).
Next, proceed to destroy the road; instruct the Coal Co. to rip up half the
road and place St on top of the undisturbed half. Make sure that th.e subgrade rock
ar,d dirt aze mixed well su the road is impossable xhen wet. They s..".ould then. pro-
ceed with their latest "tectmological" plan (failed 50 years ago in Ohio) by forcing
the Coal Co. to install ditches 1' deep and 15' wide every 150' at various angles
,completely across the 30' to 60' wide rozd. Remove crown. First experiment on a
ranC:': OT On the Str22t 7. _, ??ayden in it 'ant O£ the park. Do nOt ir`j ire StrcB~ iri
front of the Capitol in Denver!
Next, remove some of the berms end place top soil 6" deep, 5'-15' ride or. the
outer edgy o£ the road to insure that the water runs down the road to supposedly
exit at each ditch. Water must not drain off to the side along this rca2. as is
done on other roads! This will limit vegetation growth, (called grass by ranchers),
encourage sage brush growth to trap snow to ensure that it cannot be removed. Be
positive; do not allow lan3 owner to fill ditches so as to facilitate snow removal.
(The Coal Co. may do so, however.) Testify in court to jail the land owner!
Specialists must explain to all heavy equipment operators how to proceed so as
not to fill ditches with gravel or snow. 'I`~o and one-half miles can be done in a
week! Ekplain how to avoid damage to equipment when attempting travel over the 1'
deep, 15' wide ditches. They must explain to truck drivers how, because of 2"-3"
diameter round rocks, they can .drive on the road without breaking up the truck or
losing it going down the 5-~ grade. Refer to street in Front of Capitol building!
Allow grazing on all so-called reclaimed areas, state that all slide areas have
been stabilized even though they have not. Disregard damaged culverts, all ox the
Coal Co, to leave many areas un-reclaimed, leave large boulders and then force the
land-owner to take the road after only 4 gears has elapsed. The road Ss nox a mess
and impossible to maintain during the 7 months of xinter. Rebuild cost $750,000.
,This, my friende, was done in Northxest Colorado (Western Slope--Denver's
Front Yard,) by some people in Dirty Denver. They have violated the Federal and
State "Tz_kings Lsw".
