This Storm Water Management Plan (SWMP) is applicable to the reclamation activities
contracted by the Division of Minerals and Geology taking place at sediment ponds which had
been covered by a NPDES permit issued to Mid-Continent Resources. The ponds subject to this
Storm Water Management Plan are located throughout Coal Basin on both public lands and
private property. Only those ponds identified on the attached Table are subject to the provisions
of this Stormwater Management Plan. Any pond or NPDES discharge point which has been
identified by the Water Quality Control Division being a mine water discharge point are not the
responsibility of the Division of Minerals and Geology, and are specifically not included in this
Stormwater Management Plan.
It is anticipated that reclamation activities will continue through 2000. The goals of reclamation
construction are to minimize erosion and sediment delivery to adjacent water resources from
mining related disturbances. The goals are met by enhancing slope stability through earth moving
activities and revegetation. No mining or milling is occurring. No chemicals aze utilized.
Temporary increases in sediment, pending vegetation establishment, aze the only anticipated
consequences of the reclamation activities.
Mitigation of sediment delivery is the focus of the storm water controls described in this SWMP.
As reclamation is being conducted by the State of Colorado at a now inactive mine site, the
SWMP guidelines for inactive mines are followed here.
The reclamation construction projects are implemented by the Division of Minerals and Geology
(Division) through independent contractors. Completion of these projects is a necessary
component of the reclamation process being undertaken by the Division as required by law. It has
been determined that submittal of a General Permit Application for Storm water Discharges
Associated With Mining (Permit COR-040000) for the projects being accomplished by the
Division in this locale is desirable.
The Coal Basin Mines were operated under a Mining Permit (C-81-017) issued to Mid-Continent
Resources by the Colorado Mined Land Reclamation Boazd. Subsequent to permit issuance, the
Colorado Mined Land Reclamation Boazd revoked the permit and forfeited the reclamation bond.
As required by the Colorado Surface Coal Mining Reclamation Act, the Division initiated
reclamation operations in 1995.
