<br />The Division hereby approves the post-mining land use, rangeland/grazing for <br />domestic livestock and wildlife and non-irrigated cropland (2.07.6(2)(1)). <br />With acceptance by the applicant of the above stipulation, the proposed <br />operation is in compliance with rules 2.04.3, 2.05.5, and 4.16. Information <br />demonstrating compliance can be found in Volume IX, Tab 13, pages 13-1 to <br />13-12; Volume 1, Tab 4, pages 4-1 to 4-18, Appendix 4-1, and Exhibit 4-1. <br />III. Cultural and Historic Resources - Rules 2.04.4 and 2.05.6(4) <br />The applicant conducted a site-specific literature search and a complete <br />archeological survey of the proposed permit area. Results of these studies <br />can be found in Volume I, Tab 5, Cultural Resources of the permit application. <br />The literature search of records was conducted at the Office of the State <br />Archaeologist of Colorado, the Office of the State Historic Preservation <br />Officer and the Bureau of Land Management's Little Snake River Resource Area <br />Office. The only site of record within proximity to the permit area is a rock <br />art shelter site north of the study area. <br />Western Cultural Resource Management, Inc. conducted a complete pedestrian <br />survey. The study area was larger than the proposed permit area. The survey <br />found ten sites and five isolated finds. Of these two were considered <br />significant; a rock art site located outside the permit area and a potential <br />campsite located within the permit boundary but outside any disturbed area. <br />There will be no impact to these sites from the proposed operations. <br />The Office of the State Historic Preservation Officer reviewed the material <br />presented by the applicant and concurs. The Bureau of Land Management had <br />several concerns with the study which the applicant addressed. <br />The proposed operation is in compliance with the requirements of this section. <br />IV. Geology - Rules 2.04.5 and 2.04.6 <br />Detailed discussions concerning interburden, overburden and coal geochemistry <br />may be found in Volume II, Tab 6, Sections 5 and 6 of the permit application. <br />Local and regional structure, stratigraphy and geologic discussions are <br />presented in Volume II, Tab 6, Sections 1, 2, 3, and Maps b-1 through 6-7 and <br />cross sections 6-GX-1 through 6-GX-7 of the permit application. <br />The proposed Seneca II-W Mine is situated in the southeastern synclinal <br />portion of the Sand Wash Structural Basin of northwestern Colorado and south <br />central Wyoming. <br />Exposed strata near the mine site vary in age from Late Cretaceous to <br />Quaternary. Most units in the area are marine and non marine sediments, <br />however, some Miocene extrusives are locally present, see Figure No. 1. <br />-13- <br />
