portions of the C horizon salvaged in a separate lift. Two upland soil map units <br />within the PR-OS revision area which support native rangeland are characterized by <br />thin surface horizons. Within these units (98B and 98H), A, B, and portions of the C <br />horizons will be combined in a single lift. Single lift soil replacement will be <br />employed on dryland pasture reclaimed areas (Replacement Block "D", on Map <br />.205.4-4), whereas two lift replacement will be employed on irrigated pastureland and <br />hayland (Replacement Blocks "A", "B", and "C"). <br />B. The Division has determined selected overburden materials shall be used for, or as a <br />supplement to topsoil. The resulting soil is equal to or better than the available <br />topsoil. This determination is based on physical and chemical analyses and field-site <br />trials approved by the Division (4.06.2(4)(x)). <br />C. The applicant has submitted a plan for reclamation of excessive rills and gullies. The <br />plan is included in Section 2.05.4(2)(e) of the permit application. This plan is <br />proposed to be approved by the Division (4.14.6(1)). <br />N. Sealing of Drilled Holes and Underground O~nings <br />A. The Division will require that each hole, well or other underground opening be capped, <br />sealed, backfilled, or otherwise properly managed (4.07.3). <br />V. Use of Explosives <br />A. The applicant has proposed to conduct blasting less than 1,000 feet from a school, <br />church, hospital, or nursing facility, or less than 500 feet from disposal wells, <br />petroleum or gas storage facilities, municipal water-storage facilities, <br />fluid-transmission pipelines, gas or oil collection lines, or water or sewage lines. The <br />Division proposes to approve these lesser distances based upon pre-blasting surveys, <br />seismic investigations, and other appropriate investigations (4.08.4(7)). <br />B. The Division is proposing to approve the use of seismograph recorders to aide in the <br />design of blasts to determine maximum weight of explosives per delay. The design <br />is based upon cumulative seismograph records of each blast. The designs ensure that <br />blasts will not result in a failure and comply with the limitations of 4.08.4(10) at a 95 <br />percent level of confidence. (4.08.6(2)). <br />24 <br />
