Permanent impoundments were observed for condition at the time of the bond release. The reclaimed <br />landscape was evaluated for evidence of erosional features. Remaining features; powerlines, access <br />corridors, water monitoring wells were removed from the bond application if infeasible to abandon and <br />reclaim during the application time frame. One powerline line was removed after the bond release <br />inspection but before the Division's proposed decision. TMI does not propose to eliminate the SL-04 <br />bond release area from the permit boundary area at this time. Items removed from this bond release <br />application remain within the permit boundary. Evaluation of the post-mining land use was considered <br />during the Divsion's review as well. Impacts to surface and ground water was analyzed during the <br />Divsion's review of the SL04 bond release application. <br />III. OBSERVATIONS <br />During the bond release inspection, conducted June 4, 2003, the Office of Surface Mining inspector <br />identified three items that needed resolution prior to DMG's approval of this (SL04) bond release <br />application. Two powerlines traversed the bond release rangeland block. TMI had the powerline <br />located north of Pit D removed in July 2003. The Division's July 16, 2003 inspection report documents <br />[he removal of this powerline and the very limited surface disturbance associated with the removal of <br />the powerline. The powerline located north and west of D pit has been successfully reclaimed. A <br />powerline runs from the facilities area to a substation located west of F pit. The substation is still used <br />and the powerline remains live. Trapper has scheduled the abandonment and removal of this powerline <br />for the summer of 2004. The powerline and its corridor has been removed from the SL04 application. <br />Topsoil piles E87-12, E93-4, E78-1 and E93-5 have not been used. These four topsoil stockpiles aze <br />located within the azea being considered for phase III bond release but the actual piles and their <br />footprints have been removed from consideration for this bond release. The OSM inspector expressed <br />concern regazding access over bond released land for retrieval of these piles. TMI subsequently <br />eliminated access corridors to these four topsoil stockpiles from the bond release application. Removal <br />of the access corridors from the application appropriately resolves this concern. A fifth topsoil pile, & <br />78-2, was encountered during the inspection and initially thought to be included in the bond release <br />block. Consultation with permit map 2002 Annual Report Map 3 fmds this pile located outside of the <br />bond release block and is not considered in the SI,04 bond release application. <br />During the June 4, 2003 inspection, it was noted that the 1999 D pit haul ramp was included in the bond <br />release application. This road and strip of land adjacent to the D pit haul road have not been reclaimed. <br />TMI removed the haul ramp and un-reclaimed strip of land from the bond release application, <br />During the Division's review, the Division noted that groundwater monitoring wells GD-3, GF-5, GF-7 <br />and GF-11 remain within the bond release block and have not been sealed or removed from TMI's water <br />monitoring plan. Monitoring wells GD-3, GF-5, GF-7 and GF-11 remain in the water monitoring plan <br />and have been removed from the SL04 bond release application. <br />Fifty permanent stock ponds aze included in the SL-04 bond release blocks.
