ir- <br />• • <br />monitoring system adequate to identify any significant impacts mining may have on <br />the AVF. <br />Given that no further disturbance will occur in these AVFS and the adequacy of the <br />monitoring program, the remaining concern for restoration of the essential hydrologic <br />functions focuses on the replacement of materials during reclamation. That is, Seneca <br />must ensure that materials of a similar character be replaced so that the body of <br />alluvium maintains the capacity for impaction and subirrigation. Seneca Coals Ltd. <br />has indicated an intent to do this, however, such commitment should be included in <br />the application. Therefore, the following stipulation is necessary: <br />WITHIN 60 DAYS AFTER PERMIT ISSUANCE, TXE OPERATOR MUST SUBMIT A PLAN FOR RE- <br />CLAIMING THE MINE-RELATED DISTURBANCES IN THE GRASSY CREEK ALLUVIUM. THIS <br />PLAN MUST DEMONSTRATE THAT THE ESSENTIAL NYDROLOGIC FUNCTIONS (IRRIGATION <br />AND SUBIRRIGATION) WILL BE RESTORED. TXE PLAN SHOULD DISCUSS ALLUVIAL MATERIAL <br />CHARACTERISTICS, AMOUNTS, AND PLACEMENT; TOPSOIL REPLACEMENT; RESEEDING; <br />AND PROPOSED LAND USE. <br />COMPLIANCE OF NON-EXEI4PTED AVF's <br />Since the applicant did not include Fish Creek in the adjacent area of the original <br />permit application submittal, the information required by Rule 2.06.8(4) has not been <br />included in the permit application. Based on the Division's determination that a <br />probable Alluvial Vd11ey exists along Fish Creek, and the fact that mining may affect <br />portions of Fish Creek, the required information must be submitted, as delineated <br />in the memo of July 21, 1981. Only then can accurate projections be made as to the <br />nature and magnitude of impacts. <br />Disturbance in the Fish Creek drainage is projected to commence this fall. Prior to <br />disturbance, the information must be submitted so this written finding can be completed. <br />Therefore, the following stipulation is necessary: <br />PRIOR TO ANY DISTURBANCE BY SENECA COALS LTD. WITHIN THE FISH CREEK DRAINAGE <br />BASIN, A WRITTEN DETERMINATION IN ACCORDANCE WITH 2.07.6(2)(k) AND 2.07.6(2)(m) <br />MUST BE AfADE BY THE DIVISION. THEREFORE, WITHIN 30 DAYS AFTER PERMIT ZSS UANCE, <br />THE OPERATOR MUST SUBMIT TO THE DIVISION THE INFORMATION AND DEMONSTRATIONS <br />REQUIRED BY 2.06.8(4). <br />With acceptance of the above stipulations, the operation will be in compliance with <br />2.07.6{2) (k) and 4.24. <br />IX. CLIMATOLOGICAL INFORMATION AND AIR RESOURCES <br />Climatological data for the permit area are available from Ifayden, nine miles northwest <br />and about 500 feet lower than Seneca IZ. Information is presented in Volume IV, <br />Tab 8. The average annual temperature is 91.9° Fat Ifayden with an average monthly <br />mean of 17.IoF in January and 65.9oF in July. At Hayden, the annual precipitation <br />is 16 inches with a range of normal monthly precipitation of 1.13 to 1.SI inches. <br />The lower Zeve1 winds in the region are controlled by the local terrain. Zn the <br />area of the mine, valley bottom wind data indicate that 80~ of the time the winds <br />are either southerly (night, down valley flow) or north-northwesterly (up valley) <br />due to the channelling effects that dominate the flows within the Seneca Mine valley. <br />Near the mine in the Yampa River Valley, the prevailing winds are West and southwest. <br />
