<br />.= a ~ <br />On December 24,1986, a slope failure occurred on West Ridge above-the active <br />pit area. The slide caused damage to the Colorado Ute electric line near the <br />crest of West Ridge, and caused overburden material to slide into the active <br />mining pit. Several large tension fractures and a pressure ridge were created <br />by the slide. <br />At this time, Pittsburg and Midway has provided the Division with a <br />preliminary report regarding the proposed mechanism and causes of the slide as <br />a partial abatement to a violation written to the company in early 1987. The <br />Division is evaluating the report and has further required Pittsburg and <br />Midway to provide long term monitoring and mitigation procedures which will be <br />implemented at the mine site. <br />The reclamation activities specified in the approved mining and reclamation <br />plan do not include reclamation of the West Ridge slide. Furthermore, the <br />pernittee is responsible for unanticipated effects which result from the <br />mining operation. Pittsburg and Midway will submit to the Division a <br />reclamation plan and associated cost estimate for this area within one month <br />after this permit renewal becomes final. <br />With the continued acceptance of Stipulation No. 3, the operation is in <br />compliance with the requirements of this section. <br />XYIII. Coal Processing Waste and Non-Coal Processing Waste - <br />i. 4.iu ana 4. <br />Information pertaining to coal processing and non-coal processing wastes are <br />presented in Volume 9, Section 3.6 of the original permit. <br />Coal is transported directly from the active mining area to a hopper where the <br />coal passes through a feeder breaker and a crusher. The coal is then <br />transported down the hill via a series of four (4) belt conveyors to the <br />loadout. A coal preparation plant was constructed at the Edna Mine in 1949. <br />However, currently only the stoker coal conveyor and associated loadout are <br />being used. Since no coal processing, other than crushing, occurs at the Edna <br />Mine, the rules pertaining to coal processing waste are not applicable. <br />Non-coal processing waste is transported directly to the adjacent Routt County <br />landfill. As such, no problems were identified relative to non-coal <br />processing waste. <br />The operation is in compliance with the requirements of this section. <br />-42- January 13, 1988 <br />
