RE: Yoast Mine Permit C-94-082, Stipulation 5 - Pond 011
Dear Ms. Crosby:
Stipulation no. 5 to the Yoast Mine Permit C-94-082 required
submittal of a technical revision which demonstrates that pond 11
will be located as near as practicable to the disturbed area, and
that the pond embankment has a minimum static safety factor of
1.3. This is a response to that request and will demonstrate that
the approved, current location is the best possible site for
sedimentation pond 011.
Sediment pond 011 will be constructed later this year. During the
CDMG inspection on September 15, 1995 with Mr. Larry Routten,
this drainage was inspected to assess the prospect of moving the
pond closer to the disturbed area. It did appear there was one
spot for this potential new location. As was stated in the
September 15th inspection report, the only apparent complication
seems to be the potential of unstable slopes on the north side of
the drainage to fail and impact the pond site. This was verified
during the field survey.
Seneca surveyed this site on October 9, 1996. A copy of the
survey notes is attached for your review. On the printout,
several survey points have been crossed out, since these
pertained to a topsoil removal survey which was conducted under
the same survey job. Along with the survey notes is a photocopy
of Exhibit 12-1, Sheet 2 of 2, Operations Plan, showing the
survey points plotted on a 1" = 400' scale map. Dan Allen, Seneca
surveyor, did state that the areas on both sides of the drainage
are apparently sliding. Dan also stated that this particular site
did not allow for much room at all to operate the mobile
equipment necessary (scrapers, dozers, grader, and compactor) to
construct this pond efficiently and safely. The other problem
with this site is access to it from the mining area for the
equipment.
A review of the preliminary adequacy concerns of the Yoast Mine
permit application, see letter from Ms. Susan Burgmaier, dated
January 29, 1995 provided the following comment:
