COLORADO 81301-6928 <br />John Wells <br />(303)247.0088 <br />Ref: Animas Valley Property along East Animas Ro+ld and Flood <br />Plain <br />In the region of river miles 80-82 on the Animas Ri~~ec, the 100 <br />year flood is typically 8-9 feet deep from the 19'l7 river bed <br />elevation. <br />This creates, for regulatory, home building, an~9 insurance <br />purposes, a 100 year flood about 2-4 feet deep th~~oughout the <br />area of the valley to the East of the river. For an~~ individual <br />home site, actual documentation is necessary, using site surveys. <br />I recently have certified a number of home elevations in the area <br />and they have ranged from 2-4 feet off of the ground, meeting the <br />100 year flood plus one foot criteria. <br />'-c2ase eleeat~ion work on the Animas River, it has come to my <br />a~tinn ft,ar .-g~Gauel mining operations above and below Trlmble <br />"` the Animas have substantially lowered the historic river <br />ow level. This is exemplified in the rapid cutting of the <br />channel on property just above Trimble Lane. This would lower <br />`-~substantiall the 100 <br />y year flood level above Trimble Lane. <br />This is really only a palliative to the home owner, however, as <br />the expense of rebutting the effort put into a Corps of Engineers <br />Flood Study is beyond the means of most people. Thus, the extent <br />to which the flood plain level has been changed is at present <br />only conjecture. <br />The major recent flooding along the East Animas Road has been due <br />to failure of irrigation ditch headgates and not direct river <br />overbank flow. It is my opinion that the actual risk from a 100 <br />year flood from the actual river in the upper Animas Valley is <br />much lower than expressed in the flood plain data. <br />Issues of creek flooding, wetland flooding due to obstructions <br />and beavers, high ground water and ditch washouts, etc are not to <br />be confused with the actual overbank flooding of the Animas <br />River. <br />Thy k yS].u r <br />~l/C/amp 7!1/TJ/lam/e n <br />11/12/86 <br /> <br />111 IIIIIlIIIIIII Ill <br />
