'. <br />Summary <br />History of the Review Process <br />On August 15, 1483, the North Thompson Creek Mines were issued a permanent <br />program permit, Permit No. C-81-025, for a five-year term. The Division <br />renewed this permit on August 26, 1988, for a second five-year term. <br />On November 12, 1992, the Division notified MINREC that a permit renewal <br />application for a third term must be submitted 180 days preceding expiration <br />of the permit. MINREC, Inc. submitted an application for the renewal of the <br />North Thompson Creek Mines on February 16, 1993. Public notice of the <br />application for permit renewal was published in the Glenwood Post once each <br />week for four weeks, beginning on March 11, 1993. No comments concerning this <br />renewal were received by the Division. <br />The preliminary adequacy review letter, in which the Division identified <br />deficiencies in the original renewal application, was sent to the applicant on <br />May 25, 1993. Resolution of the deficiencies was required in order for the <br />Division to make determinations of compliance with the Act. The applicant <br />responded to the comments on June 10, 1993. <br />Previous analyses of the North Thompson Creek mining and reclamation operation <br />have included the original permitting review, mid-term reviews, and minor and <br />technical revision applications. The reader is directed to File No. C-81-025 <br />for further specifics of these reviews. <br />Description of the Environment <br />The North Thompson Creek Mines and Loadout are located in the lower Roaring <br />Fork Drainage Basin. The loadout is located about a mile below the confluence <br />of the Roaring Fork and Crystal Rivers. The major drainages, divides and <br />basins of the mine area are shown on Drawing D-4-7 of the permit application. <br />The permit area of the North Thompson Creek Mines is located within the North <br />and Middle Thompson Creek Drainage Basins. These two perennial streams <br />combine to form Thompson Creek about two and one half miles below the mining <br />facilities. Thompson Creek is a major tributary of the Crystal River, which <br />is located about five miles downstream of the mining disturbance. <br />The stream valleys of North and Middle Thompson Creeks have steep stream <br />gradients and have steep valley walls. Elevations within the Thompson Creek <br />drainage basin range from 10,927 feet at Twin Peaks, to 7,700 feet at the <br />mine, down to 6,375 feet at the confluence with the Crystal River. <br />Geology <br />The North Thompson Creek Mines and the loadout areas are located along the <br />Grand Hogback monocline. The Grand Hogback forms the steeply dipping eastern <br />edge of the Piceance Basin. The Pennsylvanian through Tertiary Age <br />sedimentary formations which for the Grand Hogback dip 15 to AS degrees to the <br />west. <br />-2- <br />
