extended reference area would be a more accurate representation of
pre-disturbance conditions. This revision was approved by the Division
in 1992 as Technical Revision No. 14.
The following criteria have been established as reclamation success
criteria at the North Thompson Creek Mines:
Species diversity:
Three species cool season grasses
Two species fortis
Three species shrubs/trees.
No one species shall comprise less than three percent total cover
or greater than 40 percent total cover. This standard
applies to all reclaimed areas.
2. Cover:
The reclaimed area cover will be compared with the extended
reference area cover in accordance with Rule 4.15.8(3).
Similar sampling methodologies will be employed at both
reclaimed and reference area locations.
3. Productivity:
Herbaceous production on the reclaimed area will be compared to
that of the extended reference area. Similar sampling methods
will be employed on the reclaimed and reference areas.
Requirements of Rule 4.15.8(4) will be complied with.
4. Woody Plant Density:
Woody plant density will be considered successful if sampling
demonstrates the mountain shrubland-dry phase attains 1,500
stems per acre.
Results of 1992 vegetation sampling lead the operator to
project that the woody stem success criterion is attainable
within the ten-year bond liability period. No tree or shrub
transplants have been planted at this time.
VI. Post-Mininq Land Use
A. The Division approved an alternative post-mining land use for the
loadout site. The alternative land use involves rezoning the
loadout site as Agricultural/Rural/Residential/ Industrial, so that
a golf course, parking lot, and residential development can be
constructed in the area. The land use meets the criteria of Rule
4.16.3.
VII. Protection of Fish Wildlife and Related Environmental Values
A. The applicant has proposed the use of persistent pesticides on the
site during mining and/or reclamation operations. Herbicides have
been used to control noxious weeds on the reclaimed mine site. The
Division approved this usage (4.18(4>(g)).
>>
