A single permanent seed mixture has been specified and approved. <br />Page 4.4-26 contains the provision that, "Should it be necessary to alter <br />any component of the seed mix, approval from MLRD will be obtained at <br />least 60 days prior to seeding. Once an alternate component is approved, <br />the component will be considered part of the seed mix for use in <br />subsequent years." As part of this approval, P8M should submit a revised <br />seed mix list for replacement in the permit application. P&M should <br />include an evaluation of any new introduced species that would be used as <br />substitutes in the seed mix. This evaluation should be included as part <br />of Section 4.4.2. Copies of seed mix tags should be submitted to the <br />Division as part of the Annual Reclamation Report which is required <br />through the latest rule changes. <br />19. The following questions were generated during the Division's preliminary <br />calculation of reclamation liability for the remainder of the permit term. <br />A. The table on page 3.8-21 suggests a total pond volume of 143,945 <br />cubic yards. Does this volume include only West Ridge, <br />Center Ridge, and Moffat Ponds? Are the West Ridge and Center Ridge <br />ponds referred to by any other labels in the permit? <br />B. A physical inspection of the Edna office and loadout area shows many <br />culverts in place. Same of these culverts are delineated on Exhibit <br />4.6-21, Tipple Drainage Areas. Where are the remainder of these <br />culverts delineated? <br />C. After ripping and seeding the Goat Trail Road, it is unclear if the <br />culverts are to be removed, or if they should remain in place. If <br />they remain in place, who will be responsible for their maintenance? <br />D. During calculations, it was assumed that the Oak Creek culvert, that <br />is under the office and loadout area access road, will be removed <br />during reclamation. Although calculations are given for this <br />culvert's removal, no size is given to allow verification of the <br />removal cost. Nor is this culvert delineated on Exhibit 4.6-21, <br />Tipple Drainage Areas. Please indicate the size of the culvert and <br />include it on Exhibit 4.6-21. <br />E. Exact pit volumes should be given as the assumption used in the <br />calculation was for perfectly vertical pit walls, resulting in <br />slightly less volume than slightly angled walls which was suggested <br />by Dave Beverlin. <br />F. What is the depth of cut which P&M assumed would be required for <br />rough grading? Refer to table on pages 4.8-17, 4.8-18, and 4.8-6 of <br />the bonding section. <br />G. What is the amount of topsoil available for replacement in the <br />West Ridge area? <br />H. The table on page 4.8-17 of the West Ridge bonding section indicates <br />344.56 acres to be topsoiled within the Moffat area.
