III IIIIIIIIIIIIIIII <br />999 <br />Powderhorn Coal Company <br />North Portal <br />Haul Road No. 5 Certification <br />This haul road certification applies to a 1,200 foot long section of Haul Road No. 5 <br />which extends from the east side of the Highline Canal bridge to the intersection of <br />Haul Roads Nos. 4 and 5. (Reference Exhibit 8A) This road segment was previously <br />designated a public road and therefore was not certified. The Highline Canal bridge <br />and Haul Road segment are primarily used by Powderhorn Coal Company and Public <br />Service Company. Powderhorn Coal Company's main use is for coal and gob haul <br />trucks. Public Service Company's main use is for ash haul trucks. <br />Maintenance of this road segment is primarily performed by Powderhorn Coal <br />Company with occasional assistance from Public Service Company. This road <br />segment was not constructed by Powderhom Coal Company. It may have been <br />upgraded by Powderhorn Coal Company or a prior operator during the late 1970's or <br />early 1980's. <br />The road traverses a relatively flat area so there are no significant cut or fill slopes. <br />Drainage from this road segment is not contained in a sediment pond. The road is <br />surfaced with gravel. Current observations indicate the road has been constructed to <br />be sufficiently durable for the volume, weight and speed for traffic using the road. <br />Rule 4.03.1(4)(e) addresses design parameters for bridges and culverts. Generally the <br />design criteria for a bridge is to be able to pass a particular design flow. Flow in the <br />Highline Canal is regulated. Large precipitation events do not significantly effect flow <br />in the canal. Therefore, Rule 4.03.1(4)(e) does not apply to the Highline Canal bridge. <br />I James E. Stover, P.E., have inspected the above noted section of Haul Road No. 5 <br />and evaluated it with respect to DMG Rule 4.03.1.
