Lamm <br />Governor <br />MEMORANDUM <br />3~cember 1983 <br />T0: Mike Savage J <br />FROM: Jim Pendleton <br />RE: Review of Trinidad sin Mining Company's Responses to <br />Stipulations r 14 & 15, Permit # C-048-81 <br />Pursuant to your request, I have completed a review of Trinidad Basin's <br />recent response to Stipulations N0. 14 & 15, placed upon their permanent <br />program permit # C-048-81. <br />Stipulation #14: <br />This submittal presents the result of a survey, performed to determine <br />the actual material balance at the TBM mine. The calculations allow <br />determination of the actual swell and bulking factors for the mined <br />overburden section. The applicant originally projected an overburden <br />swell factor of 16.0 percent and an overall bulking factor of 0.0 <br />percent. The applicant projected that overburden swell would exactly <br />equal the proportion of coal removed, resulting in approximate original <br />contour for the backfilled area. <br />Within the representative section surveyed (Pit 1), the following actual <br />material balance was determined: <br />Total Excavated Volume: 1,038,175 BCY(Bank Cubic Yard} <br />Total Coal Removed: 131,162 BCY <br />Total Excavated Overburden Volume: 90~T B~Y <br />Total Backfilled Volume: 1,038,175 LCY(Loose Cubic Yard) <br />Total Road (OB) Volume: 39,424 LCY <br />Total Swollen Overburden Volume: 1,077,599 LCY <br />Total Swollen Overburden Volume: 1,077,599 LCY <br />Total Excavated Overburden Volume: 907,013 BCY = 1.188 <br />Actual Overburden Swell Factor = 18.8 percent <br />Excess Overburden (Road) Volume: 39,424 LCY <br />Total Excavated Volume: 1,038,175 BCY = 0.038 <br />Actual Overall Bulking Factor = 3.8 percent <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
