2. Aplan to line to obtain the same balance of water to pre-law
conditions; or,
3. ATemporary Plan of Supplemental Augmentation.
Correspondence was submitted to the State Engineer's Office today, reflecting
this agreement, and is included with this submittal. During the meeting, Dick
indicated that the Plan of Augmentation must be submitted within 60 days of
their validation of pre-law water on the site.
The area of pre law water was based upon the original 1980 aerial photograph,
which we researched, located and described by computer aided measurements
and mapping. The effort identified 53.1 acres of pre-law grater. The aerial
photograph had ground control and the computer aided measurements and
mapping make this information highly reliable and with greater confidence than
anything created or provided for this purpose previously. All of this information
was submitted to the State Engineer's Office for their verification, today.
During our meeting it was determined that Blatchley's original Plan of
Augmentation of October 1990, pertaining to this area, had been submitted, a fee
paid, and review by Wright Water Engineer's initiated. Therefore, a plan of
augmentation is already at play but was interrupted by these issues and the
mistaken belief by Wright Water Engineer's that augmentation was already
provided for. Therefore, compliance with all aspects of your inspection report of
May 1996 are in place. If augmentation is necessary, all that is needed is to pick
up where the Wright Water Engineer's correspondence ended in October 1991,
as included with this submittal.
Dick Wolfe and Bill McIntyre indicated they would be sure to contact you, first
verbally, followed by memorandum, to confirm the agreement, and the existence
of the Plan of Augmentation.
Finally, taken as a whole, the information contained in this submittal should
completely satisfy the requirements of your May inspection report in advance of
the 1 September 1996 deadline. If there arc remaining issues that would not cure
those concerns, please let us know sufficiently in advance of that date that we
may have an opportunity to satisfy those concerns. Regardless, we trust both
you and the DMG are satisfied with the efforts we have made in good faith to
