It has come to my attention that there is some amount of
confusion regarding the various roles that the Division personnel
need to assume as we continue to finalize the reclamation of the
GEC mine, including the area of Harrison Western obligation.
Energy Fuels has expressed some confusion as to whom at the
Division is responsible for what, and who has authority to commit
the Division to particular activities. Because two teams and
four individuals are involved to some extent, I thought that I
should clarify what I expect everyone to be doing.
Erica is responsible for the Coal Program coordination of the GEC
reclamation project being conducted by Inactive Mines. Erica
will also handle the contracting and contractor oversight of any
reclamation activities which the Coal Program initiates and
conducts at the Harrison area. Larry is responsible for
supervision of Erica in her endeavors, as well as negotiating any
revisions to the Settlement Agreement which we have entered into
with Dr. Corley and Harrison Western. Larry will coordinate any
revisions to the Agreement with Steve Brown, Assistant Attorney
General. He will keep Erica involved in any negotiations so that
she can incorporate any changes into the contract.
David is responsible for, and has the authority, to negotiate
with Energy Fuels in order to obtain access for our contractors
into the Harrison area, negotiate performance standards which the
Division and its contractors will be held to as we cross the
Energy Fuels property, and coordinate activities between Larry
and Erica and the Energy Fuels permitting concerns.
Shawn will conduct inspections of the GEC mine area as per her
normal inspection activities. Since the Program has either Erica
or other representatives on site during the construction
activities, I would suggest that our on site people fill out a
monthly inspection report, and save Shawn some time. Once the
